In 2015 he became the National Panel Manager and in his new role as manager he conducted and managed the reviews of all the 2016 SBIR grant submissions concentrating on the topic of Rural Development.

Professor Gauvin's task was to assign the applications to subject matter experts (about 3-4 per application) and rural development experts (3 per application) around the country and have them produce written reviews on the applications. Across the last few months of 2015 Professor Gauvin assigned 40 applications and then processed over 200 reviews.

During the first week of February, 2016, Professor Gauvin convened a panel in Washington, D.C. who picked the top three to five applications for first round funding, which was about $100,000 each. Professor Gauvin then went back to review the funded projects from the previous cycle to see who would qualify for the second year of funding of $500,000.
